Manufactured Outrage: Obama and Executive Orders

There have been some complaints about Obama's use Executive Orders.  Though a legitimate power of the president, many suggest that his excessive use makes him a dictator.  However, not only has Obama not even reached 100 in his first three years but he also has averaged fewer per month than any modern president.
